Andrew Zabavsky

Conspiracy to obstruct justice and obstruction of justice. As supervising lieutenant of the Metropolitan Police Department, Zabavsky orchestrated a cover-up after Officer Terence Sutton conducted an unauthorised high-speed pursuit of 20-year-old Karon Hylton-Brown on October 23, 2020. Hylton-Brown, riding a moped helmetless on a DC sidewalk, was struck by an oncoming vehicle as he exited an alley during the chase and died two days later. Zabavsky falsified incident reports (downplaying Hylton-Brown’s injuries and falsely claiming he was under the influence), helped deactivate body cameras after the collision, and failed to take witness statements. The jury found him not guilty of murder — that conviction applied to Sutton only.
