Arie Eric De Jong, III

De Jong was the owner of Diamond Environmental Services, a portable toilet company based in San Marcos, California. Beginning around 2009, he and the company's chief operating officer, Warren L. Van Dam, orchestrated a scheme in which drivers routinely dumped the contents of portable toilet trucks — raw human waste — directly into municipal sewer lines at company facilities in San Diego, San Marcos, Perris, Fullerton, and Huntington Park, rather than transporting the waste to licensed disposal facilities and paying the required treatment fees. The scheme allowed the company to avoid millions of dollars in legitimate disposal costs, with the savings flowing directly to De Jong as profit. De Jong pleaded guilty in June 2017 to one count of conspiracy to violate the Clean Water Act (18 U.S.C. § 371 / 33 U.S.C. § 1311) in the Southern District of California. The case — United States v. Diamond Environmental Services LP, No. 3:17-cr-01305 — also resulted in a separate perjury conviction for a company compliance officer who lied to investigators.
