Devon Archer was a private equity executive and longtime business partner of Hunter Biden. He was convicted of conspiracy to commit securities fraud and securities fraud in connection with the same tribal bond scheme as Jason Galanis. From March 2014 through April 2016, Archer and his co-conspirators — including Jason Galanis and others — convinced the Wakpamni Lake Community Corporation of the Oglala Sioux Tribe to issue approximately $60 million in bonds, which were then sold to clients of investment advisory firms under their control. The proceeds were supposed to be invested in annuities to generate payments back to the tribe for economic development, but instead were diverted for personal enrichment and to finance acquisitions for a planned financial services conglomerate — including funds used toward a $10 million Manhattan apartment. Archer's name and his association with Hunter Biden were used by co-conspirators to add legitimacy to the scheme when marketing the bonds to investors.
Original sentence
Convicted by a federal jury in the Southern District of New York. After a lengthy appeals process in which his conviction was briefly overturned and then reinstated, he was sentenced on February 28, 2022 to one year and one day in federal prison, one year's supervised release, and $43,427,436 in restitution. Trump pardoned him on March 25, 2025 before he reported to serve his sentence.
