Mark T. Rossini

Mark T. Rossini, a former FBI special agent, was charged as a co-conspirator in the scheme to bribe Puerto Rico Governor Wanda Vázquez Garced. Rossini served as the key intermediary between Venezuelan banker Julio Herrera Velutini and the governor, using his connections to facilitate the corrupt arrangement. Beginning in 2019, while Herrera Velutini's bank was under regulatory examination by Puerto Rico's Office of the Commissioner of Financial Institutions (OCIF), Rossini worked alongside Herrera Velutini to offer funding for Vázquez Garced's 2020 gubernatorial campaign in exchange for her removing the OCIF commissioner and replacing him with a candidate favorable to Herrera Velutini. The governor accepted, fired the commissioner in February 2020, and appointed his replacement three months later. Rossini was indicted in August 2022 on felony counts of conspiracy, federal program bribery, and honest services wire fraud. In mid-2025 the DOJ reached a deal for all three defendants to plead guilty to a single misdemeanor — accepting a pledge of campaign contributions from a foreign national — before Rossini was pardoned alongside his co-defendants on January 15, 2026, and the case was dismissed.
