Mark T. Rossini (Amended)

Rossini, a former FBI counterintelligence agent who had become a private consultant and lobbyist, was a co-defendant in the same Puerto Rico bribery scheme as banker Julio Herrera Velutini. Prosecutors originally charged all three defendants — Herrera Velutini, Rossini, and former Governor Wanda Vázquez Garced — on seven felony counts of bribery, conspiracy, and honest services fraud, alleging they conspired to funnel $300,000 in campaign contributions to Vázquez Garced's reelection super PAC in exchange for her pledge to remove a Puerto Rico banking regulator scrutinizing Herrera Velutini's bank, Bancredito International Bank. Rossini's role was as a consultant and facilitator for Herrera Velutini in that scheme. Under a plea agreement, the felony charges were dropped and Rossini pleaded guilty to a single federal misdemeanor count: making a contribution by a foreign national, a violation of the Federal Election Campaign Act's prohibition on foreign nationals contributing to U.S. political campaigns. Trump issued an amended pardon on January 20, 2026, before any sentence was imposed, and the case — United States v. Julio Herrera Velutini, No. 3:25-cr-297 — was dismissed in its entirety on January 27, 2026.
